Thomas D’Agostino

Group President, Mission Solutions | Fluor Corporation

Thomas D’Agostino is Group President of Mission Solutions for Fluor Corporation, where he leads the delivery of high-value technical and engineering solutions to a range of U.S. and international government agencies, including the Departments of Defense, Energy, and Homeland Security, the National Nuclear Security Administration (NNSA), and Canadian Nuclear Laboratories. With more than 35 years of executive, operational, and strategic leadership experience, he is recognized for guiding complex organizations that serve national security and energy missions.

Since joining Fluor in 2013, Mr. D’Agostino has been instrumental in expanding the company’s government business. He initially served as Senior Vice President of Strategy and Development and later as Senior Vice President of Business Development, driving growth and strengthening Fluor’s capabilities in mission-critical infrastructure and technical operations.

Before joining Fluor, Mr. D’Agostino spent over seven years in key federal leadership roles under Presidents George W. Bush and Barack Obama, including as Under Secretary for Nuclear Security at the Department of Energy and Administrator of the National Nuclear Security Administration. In these capacities, he oversaw national nuclear weapons and propulsion programs, counter-terrorism and emergency response operations, and environmental management initiatives—managing an annual budget of approximately $18 billion and a diverse, nationwide workforce.

Earlier in his career, Mr. D’Agostino held several executive positions at the Department of Energy and Naval Sea Systems Command, focusing on program planning, budget oversight, and nuclear propulsion system management. A U.S. Navy veteran, he served more than eight years on active duty as a submarine officer, including aboard the USS Skipjack (SSN 585), and achieved the rank of captain in the U.S. Naval Reserves.

Mr. D’Agostino holds master’s degrees in National Security Studies from the U.S. Naval War College and in Business Finance from Johns Hopkins University, as well as a bachelor’s degree in Physical Science from the U.S. Naval Academy. He also lends his expertise to several professional and nonprofit boards, including Savannah River Nuclear Solutions LLC, the Portsmouth Decontamination and Decommissioning Project, Fluor Marine Propulsion, and the Nuclear Energy Institute.
